“Bill proposes national Silver Alert system to save missing seniors”

A proposed bill aiming to establish a national Silver Alert system, akin to Amber Alerts, is focused on leveraging current technology to save lives, according to a Manitoba Member of Parliament who introduced the private member’s bill in March. Conservative MP Raquel Dancho, representing the Manitoba riding of Kildonan-St. Paul, emphasized the non-political nature of the bill during discussions ahead of the second reading in the House of Commons of Bill C-263, the Silver Alert National Framework Act.

The legislation, if successfully debated in the second reading, will proceed to committee for thorough deliberations and expert input, stated Dancho, expressing optimism about advancing the bill.

Inspired by the Moberg family’s ordeal in Winnipeg following the disappearance of 81-year-old Earl Moberg with advanced dementia, the bill proposes the establishment of a national framework to enable swift public alerts for missing vulnerable seniors with cognitive impairments.

Britt Moberg, Earl’s daughter, has long advocated for an improved emergency alert system for missing vulnerable adults, highlighting the urgency and limitations of the current alert mechanisms. She stressed the need for alerts to reach individuals promptly, especially in critical medical situations like her father’s emergency.

The bill’s objective is to collaborate with law enforcement, emergency services, medical professionals, and experts across provinces to create a consistent national alert system tailored for missing seniors with cognitive challenges. Not every missing senior would trigger an alert to avoid alert fatigue, indicating the necessity for expert consultation on the criteria for alerts.

Dancho emphasized the impending need for such a system as Canada’s population ages, foreseeing an increased demand for effective alert mechanisms in similar distressing situations.

With projections indicating a significant rise in dementia cases in Canada by 2030, the bill’s advocates are hopeful that the proposed legislation will contribute to saving lives and addressing the growing challenges faced by families dealing with missing seniors.

The bill aims to leverage existing infrastructure for national alerts, building on the success of weather and missing children alerts to establish a comprehensive and responsive framework for missing vulnerable seniors.
