“Ukrainian Drones Target Russian Refinery, Putin Criticizes Kyiv”

In the early hours of Tuesday morning, Ukrainian drones targeted the Tuapse oil refinery on Russia’s Black Sea coast, where cleanup crews were already present due to a previous attack causing an oil spill and black rain. This refinery, owned by Rosneft, has been hit three times in the last two weeks. Following the recent strike, Ukraine claimed a “hat trick,” while Russian President Vladimir Putin criticized Kyiv for worsening the global energy supply crisis.

Putin directed the minister of emergencies to oversee firefighting efforts at the site, where dark, toxic smoke lingered after Ukraine’s intensified assaults on Russian energy facilities, including export terminals. Despite calls from allies to reduce attacks amid the energy crisis linked to the Iran conflict, Ukraine has continued its strategic strikes during a period of high oil price volatility.

Notably, Ukraine’s confidence in leveraging economic pressure has grown, as observed by Timothy Ash, an associate fellow at Chatham House. Ukraine’s focus on disrupting Russia’s oil export revenue contrasts with global attention on the Hormuz Strait blockades and soaring oil prices driven by geopolitical tensions.

Recent analyses indicate that multiple refineries, ports, and tankers have been targeted by Ukrainian strikes, impacting Russia’s oil exports, which have been buoyed by temporary easing of sanctions. Ash suggested that Ukraine’s actions may be influenced by Washington’s military actions in the Middle East.

The ongoing conflict has prompted Ukraine to adopt a more aggressive stance, despite previous requests to ease attacks on Russian energy infrastructure. The Tuapse refinery, crucial for Black Sea exports, has been non-operational since mid-April due to drone-inflicted damage, affecting its daily production of various oil products.

Following a series of strikes on Russian energy facilities, including a significant attack on the Novorossiysk refinery earlier in April, Rosneft redirected oil supplies to Tuapse. The repeated assaults have led to evacuations, firefighting efforts, and visible smoke clouds, underscoring Ukraine’s objective to impede Russia’s oil transportation and financing capabilities.

Oleksandr Kharchenko, director of the Energy Industry Research Center in Kyiv, emphasized the strategic importance of limiting Russia’s oil export capacity to weaken its financial resources for the war. He highlighted the disruption caused by Ukrainian strikes on Russia’s export operations, complicating crew availability and export logistics.

Despite the ongoing global energy turmoil sparked by the Iran conflict, Kharchenko believes Ukraine’s drone strategy remains consistent, aiming to escalate pressure on Moscow amidst market uncertainties. The energy crisis has exacerbated challenges for Ukraine, as Russia continues to profit from oil exports despite geopolitical tensions.
