“Hydro-Québec Issues Rare Alerts Amid Cold Snap”

A recent period of unusually cold weather tested the capacity of Hydro-Québec’s power network, leading the utility to issue two rare alerts to manage the increased demand for electricity. The cold snap in early December in southern Quebec coincided with maintenance work on hydroelectric turbines, resulting in heightened power consumption. Hydro-Québec activated two internal “Level 2” alerts on December 3 and 5 to utilize reserves and ensure uninterrupted power supply to all customers. Temperatures in Montreal dropped to -12°C and -17°C on those days.

The alerts, a first since February 2023, were confirmed by Hydro-Québec, although spokesperson Lynn St-Laurent emphasized the utility’s ability to handle the situation. St-Laurent explained that Level 2 alerts are triggered to coordinate operations during tight power balance situations, assuring that Hydro-Québec has additional reserves to address such challenges and is well-prepared for upcoming cold spells.

Consumption peaked at around 38,000 megawatts recently, significantly surpassing the five-year average of 29,000 megawatts for early December, which St-Laurent described as exceptional for this time of year. To alleviate network strain, Hydro-Québec implemented strategies like Hilo, dynamic pricing, and agreements with commercial clients. For instance, some ski resorts delayed lift operations in exchange for electricity bill credits.

François Bouffard, an associate professor at McGill University, warned that a Level 3 alert could have led to rolling blackouts, highlighting the growing demand for Quebec’s cost-effective hydropower. Bouffard underscored the challenges ahead for Hydro-Québec, pointing to the increasing demand for hydropower in the coming decades and the need for enhanced electricity management strategies.

St-Laurent mentioned that Hydro-Québec has plans to expand power generation capacity through recent refurbishments and wind energy projects. The utility aims to address the rising demand for electricity by enhancing infrastructure and optimizing power consumption methods.
