Just a few days following a Canadian warship navigating through the Taiwan Strait, disregarding Beijing’s caution against such actions that could harm their relationship, Foreign Affairs Minister Anita Anand hosted Chinese Foreign Minister Wang Yi in Ottawa on Friday for the first visit of its kind in ten years. Anand expressed Canada’s goal to boost exports to China by 50% by 2030 while ensuring the protection of Canada’s economic and national security interests and values during discussions with Wang and his team.
Reflecting on a trade target outlined by Prime Minister Mark Carney following his recent trip to Beijing, Anand highlighted the clear and ambitious vision set by the leaders of Canada and China for their “recalibrated relationship.” She emphasized enhanced engagement and collaboration in trade and investment, energy, finance, public security, safety, and people-to-people connections between the two nations.
During the meeting at the Global Affairs Canada headquarters in Ottawa, Anand emphasized the importance of addressing critical issues and priorities to uphold the safety and security of both countries’ citizens. Wang’s visit marks the first time a Chinese foreign minister has visited Ottawa in a decade, and he is also scheduled to meet with Carney during his visit.
Anand emphasized Canada’s commitment to expanding its economy and diversifying its trade relationships while approaching the Canada-China relationship with responsibility. Wang, in his remarks, expressed optimism that Canada could surpass its trade target and potentially double exports to China if the relationship is managed effectively. He highlighted that China, as it emerges as the world’s largest market, remains open to collaboration with Canada.
Following Carney’s visit to China in January and his discussions with President Xi Jinping, Canada and China reached a preliminary trade agreement, with Beijing agreeing to reduce or eliminate tariffs on Canadian agricultural products, and Canada reciprocating by lowering tariffs on select Chinese electric vehicles. Carney underscored the significance of the meetings in China, citing the breakdown in diplomatic relations, trade disruptions due to tariffs, and the need for a reset in the relationship.
Tensions between the Canadian and Chinese governments escalated following the detention of Huawei CFO Meng Wanzhou by Canada in 2018 and the subsequent detention of Canadians Michael Spavor and Michael Kovrig in China. Wang and Anand were expected to cover topics such as the updated Canada-China Strategic Partnership, trade, investment, and global security during their discussions, possibly touching upon the issue of Taiwan’s status.
Despite Beijing’s concerns regarding Canadian lawmakers’ visits to Taiwan and the passage of Canadian military vessels through the Taiwan Strait, the HMCS Charlottetown reportedly conducted a routine transit through the area in late May. Conservative MP Michael Chong’s meeting with Taiwan’s President Lai Ching-te was seen as a move to assert Canadian sovereignty in response to Beijing’s warnings to Canadian officials.
Overall, the discussions between the Canadian and Chinese officials aimed to strengthen ties, enhance economic cooperation, and address mutual concerns while navigating through complex geopolitical dynamics.
