Canada Tightens Borders Over Ebola Fears

Canadian authorities are taking action to limit travel and immigration from various countries in central Africa due to the rapid spread of Ebola in the region. The upcoming FIFA World Cup is cited as a significant factor in tightening borders. In a recent briefing, federal officials announced the suspension of immigration documents for citizens of the Democratic Republic of Congo (DRC), Uganda, and South Sudan starting at 11:59 p.m. on Wednesday. This suspension includes various types of visas and permits, with a halt in processing applications for at least 90 days, described as a “pause” rather than a complete ban.

Applications from individuals already in Canada will still be processed, and those currently traveling will be exempt from the suspension. This marks the first use of new powers granted under Bill C-12, enabling Ottawa to pause or cancel visas as needed. The decision was deemed necessary due to the severity of the Ebola outbreak in these countries, according to Lena Metlege Diab, the federal minister of immigration, refugees, and citizenship.

Additional border measures under the Quarantine Act will be implemented, requiring Canadian citizens, permanent residents, and foreign nationals with recent travel to affected countries to undergo health assessments upon entry. While blanket travel bans are discouraged under the International Health Regulations, authorities emphasized the need for caution given the elevated risk of transmission.

The Health Minister addressed concerns about decision-making based on fear rather than science, emphasizing the need for vigilance in preventing potential outbreaks. The decision was also influenced by the need to align with the U.S. and Mexico as the FIFA World Cup approaches, with Canada hosting several matches.

Officials outlined protocols for handling travelers displaying Ebola symptoms, including hospital transfers and self-isolation requirements. For Canadians needing to self-isolate without suitable accommodations, the government will provide designated spaces. Screening measures will remain in effect until late August to mitigate risks, although the overall threat to Canadians is considered low.

Critics have expressed reservations about the decision, questioning the rationale behind considering the FIFA games in shaping immigration policies. The ongoing Ebola outbreak in central Africa has resulted in over 1,000 suspected cases and multiple deaths, with challenges exacerbated by regional violence and community resistance to containment efforts.

Canada’s actions mirror those of the U.S., which recently imposed entry restrictions on individuals with recent travel history to affected regions. Health experts stress the importance of international collaboration to contain the outbreak promptly and ethically. Canadian officials plan to dispatch an epidemiologist with prior Ebola experience to assist efforts on the ground in the Democratic Republic of Congo.
