Canada’s newly appointed ambassador in Washington emphasized the need for trade discussions to move beyond mere “bluster” as tensions have escalated on both sides of the border in recent weeks. Ambassador Wiseman shared his positive experiences in meetings, highlighting the respectful and productive nature of the dialogues.

Addressing the House of Commons foreign affairs committee, Wiseman expressed surprise at the constructive approach taken by counterparts in the United States. He stressed the importance of delving beneath the surface-level rhetoric to focus on substantive discussions, indicating a shared willingness among U.S. stakeholders to engage meaningfully.

These remarks mark Wiseman’s initial public statements since assuming the ambassadorial role in February. Amid escalating rhetoric between officials on both sides, criticisms and threats have been exchanged regarding the handling of trade negotiations leading up to the mandatory review of the Canada-U.S.-Mexico Agreement (CUSMA) this year.

U.S. Commerce Secretary Howard Lutnick’s recent criticism of the existing North American trade deal, coupled with remarks targeting Canada’s trade practices, sparked further tensions. Meanwhile, U.S. Trade Representative Jamieson Greer hinted at potential retaliatory actions against Canada following trade disputes related to alcohol sales and tariffs.

Prime Minister Mark Carney reacted strongly to the escalating tensions, highlighting the impact of sectoral tariffs on key Canadian industries. He emphasized the need for fair negotiations and denounced punitive trade measures that undermine the existing trade agreement.

Ontario Premier Doug Ford stood firm on retaining restrictions on American liquor sales until sectoral tariffs are lifted, citing concerns over the impact on the region’s economy. Despite ongoing challenges, discussions between Canada and the U.S. are ongoing, with informal talks paving the way for potential official negotiations.

As the July 1 deadline for the CUSMA review approaches, efforts to address trade issues intensify. While differences persist on key trade matters, the focus remains on achieving mutually beneficial outcomes through negotiations rather than unilateral actions.

Ambassador Wiseman acknowledged an oversight in sending English-only invitations for an upcoming event, offering apologies for the error. The incident drew criticism, with Bloc Québécois MP Alexis Brunelle-Duceppe highlighting the importance of bilingual communications, particularly in representing Quebec’s interests during trade discussions.

In response to queries about his stance on supply management in Canada, Wiseman reiterated his commitment to supporting government policies. Despite past comments on the dairy sector, he emphasized his role in faithfully executing the government’s directives, underscoring the need to uphold supply management principles.

Prime Minister Carney defended Wiseman’s diplomatic skills and emphasized the government’s responsibility to safeguard Quebec and Canada’s interests in trade negotiations. Stressing the collaborative nature of decision-making, Carney affirmed that the ultimate responsibility lies with the Canadian government to protect national interests in trade talks.
