Springsteen revealed that he wrote and recorded the song in response to a recent fatal shooting by federal immigration agents in Minneapolis. The track is a tribute to the people of Minneapolis, particularly focusing on the innocent immigrant community and honoring the memories of Alex Pretti and Renee Good, the two individuals who lost their lives.
