Quebec Environmental Advocate Guilbeault Resigns Cabinet

Longtime Quebec environmental advocate Steven Guilbeault has stepped down from his position in the federal cabinet due to disagreements regarding a potential pipeline project in Western Canada, sparking discussions about the role of activists in government. Guilbeault, a former environment minister in Justin Trudeau’s administration and a key member of Mark Carney’s cabinet, expressed his inability to continue in his role while Carney supported the pipeline project.

Recently, Guilbeault served as the official languages minister, the minister of Canadian identity and culture, and Carney’s Quebec representative. His departure highlights the challenge activists face in balancing personal beliefs and political objectives, according to Dónal Gill, a political science professor at Concordia University.

Upon entering federal politics in 2019, Guilbeault, known for his environmental advocacy work with Équiterre, opposed the Trans Mountain pipeline expansion, which the Trudeau government acquired in 2018 despite widespread opposition. Despite his environmental background, Guilbeault’s assignment to the heritage portfolio in 2019 was seen by some as an attempt to avoid conflict with the interests of Western Canada.

While serving as a cabinet minister, Guilbeault was bound by cabinet solidarity, limiting his ability to openly oppose government policies, even those conflicting with his activism. His resignation has raised concerns about the future of climate initiatives within the government, as stated by Karel Mayrand, head of the Quebec branch of the David Suzuki Foundation.

Guilbeault’s decision to resign was influenced by his commitment to climate action and environmental protection. His departure came shortly after an agreement was signed between Carney and Alberta Premier Danielle Smith to facilitate the construction of a pipeline transporting oil to the Pacific coast for export, a move Guilbeault strongly opposes.

Despite stepping down from the cabinet, Guilbeault intends to continue serving as a Liberal Member of Parliament. Green Party Leader Elizabeth May has extended an invitation to Guilbeault to join their caucus.
